What You Can Expect:
Agent and vendor management
- Manage and evaluate all agents and vendors of COL, ensuring service agreements are up to date and compliant. The decision-making of which agents represent COL should be done by Rhenus Global Ocean Management.
- Manage the list of COL Agents, including the representative COL Release agents at destination.
- Manage and oversee contracts with third-party service providers, such as Descartes; Ensure all contractual obligations are fulfilled and align with COL's operational requirements and compliance standards. The role includes the oversight of the invoicing of Descartes to align with the agreed terms and conditions.
Legal and Compliance Oversight
- Ensure COL manual complies with international shipping laws, regulations and internal compliance policies in alignment with the legal and compliance team of the Agent.
- Oversee the framework that COL agents must adhere to, including corporate governance policies and regulatory requirements, and manage such policies to ensure they are up to date, in alignment with the compliance team of the agent.
- Align directly with the Global Head of Legal and compliance in operational practices and legal standards.
Claims and Insurance management
- Manage liability insurances including policy negotiation, renewal and compliance.
- Oversee the resolution of claims and potential bankruptcies efficiently and within legal frameworks.
- Management of all claims from legal entities against COL for the malpractice or mis-adherence to policies or regulations that lead to a financial penalty. COL will then be responsible for launching an audit in coordination with the agent and establishing a financial penalty.
Document (B/L & COL Manual) control
- Responsible for the framework and operational oversight of the issuance, usage and control of COL Bills of ladings and Sea waybills.
- Ensure the COL manual is accurate, up-to-date, and compliant with the industry standards, in alignment with the legal and compliance team of the Agents.
- Set clear global guidelines for the use and issuance of the COL BL and ensure comprehensive training materials are available.
- Coordinate with GOET for operational audit material in terms of COL document usage and advance filing, reduce the risk of non-compliance and penalties.
- Responsible for distributing to all agents any changes on the COL manual, policy, template or standard terms and conditions.
Monitoring the usage of COL throughout the agency network
- Monitor that the A&O and RH CH branches are issuing only Direct BLs or COL BLs and communicate to the Agent representatives (such as OET) the adherence of the branches to enforce COL usage.
- Ensure that all agents are paying the right fees (in both quantity and quantum per BL)
- Ensuring that any penalties to COL for mis/late filing are allocated back to the liable office with a penalty fee.
What You Bring:
- Subject matter expert in Ocean freight
- Extensive experience and in-depth knowledge of ocean operations including handling of dangerous goods, understanding embargo/sanctions, and required advance filings
- Proficient in claim handling processes, demonstrating an ability to manage complex operational scenarios efficiently.
- Having a sound knowledge of different country regulations related to Bills of Lading and local customs practices is a plus, as it can facilitate effective navigation of international shipping regulations and practices.
