Position Summary
The Government Affairs Manager is responsible for shaping the external policy environment and strengthening AstraZeneca's engagement with government bodies, regulatory authorities, and strategic external partners. The role plays a critical part in supporting the company's Rare Disease, Respiratory, Immunology, and Vaccines portfolio by enabling a favorable policy landscape that promotes innovation, patient access, and sustainable business growth. Contributing to building reputation and image with government agencies and partners
Key Responsibilities
1. Policy Shaping & Advocacy
- Monitor, analyze, and interpret national policies, regulations, and trends relevant to healthcare, pharmaceuticals, rare disease, respiratory diseases, immunology, and vaccines.
- Identify policy opportunities and risks; develop evidence-based recommendations to advance AstraZeneca's policy priorities.
- Develop policy-shaping strategies aligned with business needs and Corporate Affairs objectives.
- Prepare policy briefs, advocacy materials, and strategic messages for internal and external stakeholders.
2. Government & Stakeholder Engagement
- Build and maintain strong relationships with key government agencies, including the Ministry of Health, Government Office, National Assembly committees, regulatory bodies, and public health institutions.
- Engage with external partners such as professional associations, academic institutions, and policy organizations.
- Develop and execute stakeholder engagement plans with clear objectives and measurable outcomes.
- Represent AstraZeneca in policy discussions, working groups, and industry platforms.
3. Cross‑Functional Collaboration
- Collaborate closely with internal functions (Medical, Market Access, Communications, Commercial, Regulatory Affairs, ...) to ensure policy strategies support portfolio priorities.
- Provide timely policy insights and recommendations to internal teams in Rare Disease, Respiratory, Immunology, and Vaccines.
- Work with regional/international/global Government Affairs teams to ensure alignment and knowledge sharing.
4. Strategic Projects & Issue Management
- Lead or support Corporate Affairs initiatives that strengthen healthcare system capabilities or improve patient access.
- Identify emerging external issues and develop action plans to mitigate associated risks.
- Proactively design and implement initiatives to support policy goals and business objectives.
5. Ways of Working & Professional Conduct
- Work independently with strong initiative, responsibility, and ownership.
- Demonstrate adaptability, openness to innovation, and willingness to learn, including the use of AI tools to enhance work efficiency.
- Manage high workload under pressure and deliver results within tight timelines.
- Be willing to support general business needs when required.
- Be willing to travel for business, including long‑distance trips when needed.
- Be available to work outside working hours or weekends when business needs arise.
Qualifications & Experience
Education
- Bachelor's degree in medicine, pharmacy, foreign trade, or International Relations/Diplomacy.
- Preferred: master's degree in public policy, economics, or business administration.
Experience
- Minimum 5 years of experience related to Government Affairs and 3 years of experience in the pharmaceutical or healthcare sector.
- Strong understanding of the general policy environment and specifically the healthcare and pharmaceutical policy landscape in Vietnam.
- Experience working with government agencies or in functional roles related to policy, market access, or external affairs is an advantage.
- Preferred: experience in rare disease, respiratory, immunology, and vaccines therapeutic areas.
