Within Central Technology, the Tech Standards and Engineering Ecosystem organisations collaborate across the company to define and scale standards for robust technical, data, and engineering practices. Change Management is a critical pillar of this mission, enabling Booking.com and Booking Holdings Financial Services (BHFS) to meet increasing expectations on operational resilience, risk, audit and regulatory compliance.



Role Overview:

As a Sr Technical Program Manager you will orchestrate cross-cutting programmes that turn our Technology Change Management (TCM) Playbook and Core Controls into scalable, automated and developer-friendly practices across Central Technology and BHFS scope.

You will:

  • Own the end-to-end program for CM controls automation, rollout and reporting, with a strong focus on BHFS-critical platforms and services.
  • Partner closely with Engineering, Infra, BHFS, Risk, Audit, Tech Standards and Shift Left to land change controls in a way that protects the company while enabling engineering velocity.
  • Drive visibility, governance and continuous improvement around Change Management maturity, metrics and adoption from Bangalore CoE.

Key Responsibilities and Duties

1. BHFS Change Governance & Compliance

  • Regulatory-first Change Management:
    · Lead programmes that ensure Booking.com's Technology Change Management (TCM) processes and tooling meet - BHFS and broader regulatory expectations (e.g. SOx, EMIs, operational resilience) for in-scope services.
    · Translate BHFS and risk requirements into clear change-control expectations for engineering (e.g. four-eyes principle, SoD, enhanced evidence, emergency change handling).
  • Change Advisory & Governance:
    · Coordinate with Security/Compliance and BHFS stakeholders to review and govern Standard, Normal and Emergency changes impacting BHFS-critical services.
    · Ensure that change risks, mitigations and approvals are systematically captured and auditable across our tooling (e.g. Jira, ServiceNow, GitLab, Harness).
  • Audit Readiness:
    · Maintain end-to-end traceability from requirements → epics → MRs → deployments → change records and evidence.
    · Prepare and run audit readiness reviews; support Internal Audit, external auditors and regulators with clear, structured evidence packs and narratives.

2. CM Controls Automation & Operating Model

  • Controls design & rollout:
    · Co-own with Senior Engineers the global rollout plan for Change Management controls (change assessment, testing, approvals, emergency changes, incident-to-change loop) across Central Technology and relevant BHFS scope.
    · Identify impacted domains and teams, sequence rollout, define success criteria and manage dependencies and risks.
  • Automation with platform teams:
    · Partner with Deployments, CI/CD, Engineering Portal, Observability, Service Health, Service Directory and other platform teams to embed controls into SDLC and developer workflows (e.g. webhooks, policy checks, automated evidence capture).
    · Ensure that CM controls and guardrails are designed to be self-service, scalable and sustainable rather than manual, ticket-driven overhead.
  • Operating model & playbooks:
    · Define and maintain the Change Management operating model for Central Tech / BHFS, including RACI, governance forums, escalation paths and engagement patterns.
    · Own and iterate playbooks, how‑to guides, FAQs, training and onboarding materials for teams adopting CM controls.

3. Reporting, Metrics & Insights

  • Reporting approach:
    · Run alignment workshops with Infra, BHFS, Risk, Tech Standards and domain leads to define which CM metrics matter (e.g. adoption, exceptions, change volume, lead time for change, change failure rate, emergency change usage, control coverage).
    · Partner with data and observability teams to design a coherent reporting architecture for Change Management: data sources, pipelines, metric definitions, dashboards and ownership.
  • Implementation & rollout:
    · Lead the implementation of CM reporting and monitoring: drive delivery of dashboards and reports used by engineering leaders, Risk, BHFS and Core Platforms.
    · Monitor adoption and data quality; drive remediation when signals are missing or inconsistent.
  • Insights & continuous improvement:
    · Use metrics and incident/post-incident data to identify control gaps, process weaknesses and improvement opportunities.
    · Build and maintain quarterly views on Change Management maturity and risk posture for leadership forums.

4. Cross-functional Stakeholder Management

  • Multi-stakeholder orchestration:
    · Act as the central coordination point across Engineering Ecosystem, Core Platforms, BHFS, Product, Risk, Internal Audit, Tech Standards and Shift Left for all major CM-related initiatives.
    · Ensure goals, timelines and success metrics are aligned and clearly communicated.
  • Communication & change management:
    · Craft clear communication plans for major CM changes (new controls, tooling changes, reporting updates) and drive adoption via demos, workshops, office hours and documentation.
    · Manage stakeholder expectations, including trade-offs between developer experience, delivery speed and regulatory safety.
  • Escalation & decision-making:
    · Own the RAID log for CM programmes; proactively surface issues, risks and decisions to the right forums.
    · Facilitate principled decision-making when there are conflicts between risk appetite, cost and delivery.

5. Programme Delivery & Execution Excellence

  • Translate high-level objectives into roadmaps, milestones and backlogs for CM-related programmes.
  • Run disciplined execution using appropriate frameworks (e.g. agile delivery, quarterly planning, PI planning, health checks).
  • Track and report progress to leadership; adjust scope and priorities based on learning, data and risk.
  • Drive a culture of "compliance by design" rather than compliance by after‑the‑fact documentation.

Role Qualifications And Requirements

  • Experience
  • 8+ years of experience in Technical Program Management, Engineering Management, Product/Program Management or similar roles in large-scale technology organisations.
  • Demonstrable experience leading cross-team, technical programmes in at least one of: SDLC/DevOps, CI/CD, infrastructure/platform, security, risk, or compliance.
  • Experience working in or closely with regulated / high‑risk environments such as fintech, payments, banking, SOx or BHFS-style entities is strongly preferred.
  • Proven record of delivering complex, multi-quarter initiatives that span multiple teams and systems.
  • Technical & Domain Skills
  • Solid understanding of software engineering and SDLC (from ideation to deployment and operations).
  • Familiarity with CI/CD tools and workflows (e.g. GitLab, GitHub, Jenkins, Harness, Argo, ServiceNow/Jira integrations).
  • Experience with or strong interest in Technology Change Management (ITIL/TCM), controls and audit requirements.
  • Comfortable reading technical designs and discussing trade-offs with engineers and architects (e.g. deployment strategies, observability, resilience patterns).
  • Ability to define and interpret metrics (e.g. lead time, change failure rate, incident metrics) and use them to guide decisions.

  • Excellent communication and storytelling, capable of explaining complex risk and controls topics in simple, actionable terms.
